Alamsyah Saragih

Alamsyah  is a senior governance and public policy practitioner with more than 25 years of professional experience in public sector governance, institutional reform, transparency and accountability, public policy development, and democratic governance in Indonesia. As a member of Perkumpulan Inisiatif, he brings extensive experience in strengthening accountable, participatory, and citizen-oriented governance. His professional career includes serving as a Local Governance Specialist under the Initiative for Local Governance Reform (ILGR) supported by the World Bank, where he contributed to local financial management reform, public procurement reform, local poverty reduction strategies, and the development of local regulatory frameworks promoting transparency, participation, and accountability. This experience has provided him with a strong understanding of the institutional and policy dimensions of governance reform, particularly at the subnational level.

Alamsyah subsequently played a significant role in strengthening Indonesia’s public information governance architecture as Chair of the Central Information Commission of the Republic of Indonesia during its formative period. In this capacity, he contributed to establishing institutional practices and mechanisms for public information disclosure and strengthening citizens’ rights to access information held by public institutions. He later served as a Commissioner of the Ombudsman of the Republic of Indonesia from 2016 to 2021, where his experience included public service oversight, institutional accountability, and governance-related issues. His professional engagement has continued to encompass public sector transparency, budget accountability, access to information, data governance, social accountability, and institutional integrity. His extensive experience across governance institutions, civil society, and policy reform initiatives has enabled him to develop a nuanced understanding of the opportunities and challenges involved in translating governance principles into effective institutional practice.

For international development programmes, Alamsyah brings a distinctive combination of expertise in governance reform, public policy, institutional accountability, transparency and access to information, public financial governance, public service oversight, and citizen participation. He is particularly well suited to donor-supported programmes seeking to strengthen public institutions, improve public service delivery, enhance transparency and accountability, and advance more democratic, responsive, and sustainable governance systems.
